Mexico Signals Resistance to Harder U.S. Line on Immigration -- Update

As U.S. Secretary of State Rex Tillerson and Homeland Security Secretary John Kelly arrived in Mexico on Wednesday, Mexico's foreign minister identified the Trump administration's new immigration guidelines as the main topic of high-level discussions set to begin this evening in Mexico City.
Foreign Minister Luis Videgaray said Mexico wouldn't accept any policy changes unilaterally imposed by the U.S., such as a new guideline ordering the deportation to Mexico of migrants from third countries.
"I want to make it emphatically clear that neither Mexico's government or the Mexican people have any reason to accept provisions that have been unilaterally imposed by one government onthe other," Mr. Videgaray said. "We won't accept it because we don't have to."
Messrs. Tillerson and Kelly were scheduled to meet Wednesday night and Thursday with Mexico's President Enrique Peña Nieto, Mr. Videgaray and the Mexican ministers of finance, interior, national defense and the navy. They were to discuss border security, law-enforcement cooperation, trade and other issues, the State Department said.
The trip follows the Trump administration's announcement Tuesday of major changes to the enforcement of immigration law at the border of Mexico and in the U.S. that make almost anybody in the U.S. illegally subject to deportation at any time. The directive also includes a review of all federal aid the U.S. provides to Mexico.
Mr. Videgaray said Mexico would use all legal means to protect the rights of Mexicans in the U.S., including calling on the United Nations and other international institutions.
News of the newdeportation rules was posted quickly on Mexican media sites,l prompting an aggressive campaign by some Mexican officials, governors and public figures to fight the policy by jamming up U.S. immigration courts.
The timing of the latest immigration overhaul ratchets up tensions that the two allies have struggled to ease. Mr. Peña Nieto canceled a trip to the U.S. last month after Mr. Trump increased pressure on Mexico to pay for the wall Mr. Trump wants built along the southern U.S. border. The leaders also had a testy phone call last month, during which Mr. Trump reportedly told Mr. Peña Nieto that Mexico has "some pretty tough hombres" and that the country wasn't doing enough to fight cartels.
The two agreed in the call not to speak publicly about the border wall, according to Mexican officials familiar with the matter, but the issue is expected to come up in the discussions this week.
Adding to the strain, Mr. Trump is expected to demand a renegotiation of the North American Free Trade Agreement, which links the U.S., Mexican and Canadian economies.
Ahead of the visit, Mexican officials have suggested that if the U.S. pulls out of Nafta, it would affect all aspects of the U.S.-Mexico relationship.
"Logically, there wouldn't be incentives to continue collaborating on the issues most important to national security in North America, such as the issue of migration," Mexico's economy minister, Ildefonso Guajardo, told local newspaper Milenio in an interview published Tuesday.
Such remarks have surprised experts on the U.S.-Mexico relationship because they indicate the countries' longstanding friendship has deteriorated. In addition to having tariff-free cross-border trade, Mexico and the U.S. have collaborated for decades on efforts to fight drug cartels, police the border and prevent terror attacks.
Mr. Guajardo isn't scheduled to be in the meetings with Messrs. Tillerson and Kelly, a notable absence because his office is responsible for representing his country's trade interests and is expected to quarterback the renegotiation of Nafta for Mexico.
His U.S. counterpart, Mr. Trump's nominee for commerce secretary, Wilbur Ross, hasn't yet been confirmed by the U.S. Senate, nor has Robert Lighthizer, Mr. Trump's pick for U.S. trade representative, the official who would lead any Nafta renegotiation for the U.S.
Mexican officials want to have a comprehensive conversation about the two countries' relationship, in order to use issues including national security and migration as leverage for future conversations about Nafta, experts said. The U.S., in moving to examine aid to Mexico, also appears to be searching for leverage in future talks. The U.S. has pledged $135 million to Mexico this year.
"Mexico wants to link those issues in a way that has rarely been done before," said Duncan Wood, director of the Mexico Institute at the Wilson Center, a Washington think tank. "There's never been a need for that and Mexico has avoided it as much as possible, but now there is a need, so they're doing it."

The short-lived recovery of world oil prices is already in danger as Opec and Russia fail to deliver on agreed output cuts and America's shale industry roars back to life.
Evidence from shipping data suggest that cuts are nowhere near the 1.8m barrels a day (b/d) pledged by OPEC and eleven non-OPEC states in November, conflicting with claims of stellar compliance rates.
"By our estimates non-Opec compliance was just 40pc in January, and that is not enough to curb global oversupply. All Hell is going to break loose if they don't extend the deal beyond June," said Tamas Varga from brokers PVM Oil Associates.
Mr Varga said Russia had promised to trim by 300,000 b/d but has only delivered a third of this figure so far, pleading for more time.
David Martin from JP Morgan said Opec deserves no better than a "C-" for its efforts and will have to go beyond rhetoric to convince sceptical markets.  
The US bank said its own sources do not confirm Opec claims of compliance. Four countries are actually increasing output above their reference levels, including Iraq, Venezuela, Algeria, and the Emirates.
While Saudi Arabia has slashed production, it has not cut exports by the same amount since it is switching from oil use to new gas fields to generate power inside the Kingdom. Overall, exports from the Middle East have dropped by just 500,000 b/d.
Mr Martin said rising US crude stocks are a cautionary warning at a time when funds are betting heavily on a fresh oil boom, with 'long' contracts running at 812,000 lots. This is higher than at any time in the last five years and is approaching record levels, raising the risk of "liquidation" by investors.

Resurgent shale output in the US leaves Opec and Russia facing a Sisyphean task. America's frackers have cranked up output faster than Opec thought possible, and on a large enough scale to alter the global balance of supply and demand.
The Baker Hughes rig count for US oil fields rose to 597 last week, and has almost doubled since touching bottom last May. The US Energy Department said it expects shale output to jump by 80,000 b/d in March, driven by the prolific Permian Basin in West Texas.
Max Denery from Bank of America said the US shale industry has made such strides in technology that it can prosper at current prices of around $54 a barrel. The break-even cost for some fields has fallen below $40.
Productivity per rig has soared tenfold or more since 2010. "Results are astonishing, with steep increases every month in all the major shale basins," he said.

Bank of America expects shale frackers to add 600,000 b/d this year, vastly complicating Opec's task.
The great unknown is whether demand will rise as fast as widely assumed just weeks ago. Investors are becoming more wary of the 'Trump reflation' syndrome, questioning whether there will in fact be a burst of stimulus in the US over coming months.

The real concern is China, the new giant in the global crude markets. The Chinese economy is starting to slow again as the authorities tap on the brakes after another credit-driven boomlet, raising interest rates and tightening fiscal policy. Car sales plummeted by 16pc in January. The property market is rolling over in the big cities of the eastern Seabord.

China has been cutting the energy intensity of its economy by an average of 4.5pc annually over the last four years as it switches from breakneck industrialisation to a mature service economy. It has been filling its strategic petroleum reserve at a brisk pace but may be running out of space at existing sites.
Oil prices are unlikely to crash back to lows of $28 seen in the capitulation sell-off a year ago but analysts warn that Opec may have to wait yet another year before the glut is cleared and the market fully recovers. The long wait is eating ever deeper into their foreign exchange reserves.
